After more than 25 years of attracting and using, ODA can be considered as a special factor for the development of Vietnam, helping the country achieve long-term plans and strategies. ODA projects cover all socio-economic sectors, specifically:
In the field of agriculture and rural development: ODA programs and projects have changed the face of rural Vietnam such as irrigation development, rural transport, clean water and environmental sanitation. In addition, ODA programs and projects have also supported agricultural research and technology to improve the quality and safety of agricultural products. competitiveness of the product.
In energy sector: Thanks to ODA, Vietnam has developed a number of hydroelectric, thermoelectric and renewable energy projects, electric grids and distribution stations... contributing to capacity manufacturing, transmission, distribution, management of electric system, meet the demand of growth at a rate of 15% -17% per year.

Education and training: All education levels receive support through ODA programs and projects, which help to strengthen teaching and learning capacity, support disadvantaged children to go to school, universalize education for everyone. In addition, technical assistance projects have been trained for many Vietnamese staff at all levels in the fields of science, economics, finance and banking…
Health: ODA programs and projects have strengthened facilities and technicals for medical examination and treatment, improved the quality of medical services, built antibiotic production facilities and blood transmission centers. The ODA donor has contributed to the progress of conducting Millennium Development Goals that related to health.
In urban development and environmental protection: From ODA, most of the cities and towns have been newly built, renovated or expanded the water supply, drainage system and wastewater treatment factories. Many cities in Vietnam have been improving their environment with ODA projects, for example Nhieu Loc - Thi Nghe canal project in Ho Chi Minh City, with loan support from the World Bank.

In the field of science and technology: Many advanced management skills and experiences are transferred to research institutes and centers in the fields of information technology, biotechnology, materials technology, construction technology... Hoa Lac Hi-tech Park, Hanoi which was funded by ODA from Japan is a typical example.

Institutional Building: Through aid of ODA, Vietnam has accessed international knowledge and experience in order to improve institutional system and legal environment in the period for transition to a market economy. Besides, it helps Vietnam government on the road of international and regional integration, especially in the process of joining the World Trade Organization (WTO). Many bills and legal normative documents have been developed with the support of ODA, such as Law on Construction, Land Law, Commercial Law, Law on Foreign Investment, Enterprise Law...
