Chapter 2: Impacts of ODA to Vietnam’s economy

As one of prominent projects of Management Consultancy Department (MCD) on ODA, the project “Formulation of ODA Mobilization and Utilization period 2011 - 2015 and vision toward 2020 in Can Tho” is implemented to orient how to mobilize and utilize ODA and preferential loans from donors.

In the period 2006-2010, in order to support the implementation of the socio-economic development plan, total ODA fund signed by Can Tho city is about 115.3 million USD. ODA is allocated to five main areas: education and training, transportation, health, environment and urban development and administrative reform.

Can Tho Bridge project which funded by Japanese ODA

According to economic expert Duong Duc Ung of CONCETTI, the consultancy company, ODA programs and projects implemented in Can Tho city in the period of 2006-2010 was basically efficient, make a important contribution to the process of socio-economic development. However, ODA’s attraction and management of Can Tho was still inadequate, thus not take the full advantage of this important capital. From this reality, it was necessary to make a plan of attracting and utilizing ODA for Can Tho.

According to forecast of CONCETTI, ODA capital and preferential loans predicted to disburse in the period 2013-2015 of Can Tho was about 48-50 million USD (of which: ODA and preferential loans for programs and projects with the expected capital of about 24 million USD), focusing on three priority areas: (i) Construction of economic and technical infrastructure of the urban center and townships, residential areas are concentrated in Can Tho city; (ii) Development of social infrastructure; (iii) Environmental protection and response to climate change.
