On 7th November 2018, the Government promulgated Decree No. 149/2018/ND-CP guiding implementation of grassroots democracy regulations at workplace to replace old Decree No. 60/2013/ND-CP. In comparison with Decree 60/2013/ND-CP, there are some changes in regulations on grassroots democracy as follows:

- Regarding the contents to be publicized by employers: the employers shall not have to publicize their business and production plans; annual financial situation but the Resolutions of employee conferences (under the previous regulation, the employees attending the employee conference shall disseminate to the employees not attending the conference).

- Regarding the contents on which the employees are entitled to decide: the employees may decide to join or not join representative organizations of workers’ collective at grassroots level.

- Regarding the contents to be inspected or supervised by employees: the employees shall not entitled to inspect and supervise the business and production plans of the enterprises.

- Regarding the dialogue at workplace: the progress of a dialogue shall be regulated in the regulations on grassroots democracy inspect of separately regulating in a dialogue regulations as before. And, the maximum number of persons of each party who participate in the dialogue is not regulated in this Decree.

- Regarding the employee conference: there is no regulation on which an enterprise having 100 employees or more must hold a delegate conference or an enterprise having under 100 employees must hold a plenary conference. And the regulations on holding an employee conference shall be included in the regulations on grassroots democracy instead of a separate regulation.
