Consulting and Research Company Limited for Technology Transfer and Investment (CONCETTI) was established on October 15th 1988. Along with the establishment of the company, Management Consulting Department (MCD) was the first professional advisory department to be formed and developed.
The 30th anniversary of CONCETTI is a precious opportunity for MCD to look back our journey, proud of what has been done and take it as a driving force for the upcoming activities. On this special event, MCD would like to share with you some highlight activities on our career path.
Section I: Policy research and institutional development projects
Chapter 1: Some details of Official Development Assistance (ODA)
One of the first professtional areas of MCD is the implementation of Policy Research and Institutional Development. In the 1990s and 2000s, policy research focused primarily on the use and management Official Development Assistance (ODA).
In the early stages of “Doi Moi” and development of country, ODA was considered as first bricks to help Vietnam build the foundation to attract other resources. Back in time to the 90s of the 20th century, a roundtable conference on ODA to Vietnam was held in Paris (France) from 9-10/11/1993. This event marked the start of cooperative relations between Vietnam and international donor community which was based on mutual understanding, trust and constructive. ODA has provided important additional funding for Vietnam's socio-economic development, poverty reduction, agricultural and rural development, infrastructure, human resource training... This commitment also affirmed strong support of international community to reform and development policies of the Party and Government of Vietnam. Besides, this also built donors’ trust in the effective use of ODA in Vietnam.

ODA is existed in three forms. Of these, non-refundable ODA loans is about 10-12%, preferential loans accounts for about 80% and mixed ODA loans accounts for 8-10%. In the period from 1993 to 2014, the total ODA committed to Vietnam has reached US$89.5 billion, total signed ODA was US$73.68 billion, an average of US$3.5 billion per year, ODA preferential loans disbursed US$ 53.89 billion, accounting for over 73.2% of the total signed ODA.
Up to now, more than 50 bilateral and multilateral donors and other organizations are operating in Vietnam, providing ODA and preferential loans for most sectors in the economy and in society.
